Clarke scored two goals and registered two assists in 25 appearances in a 2018/19 breakthrough season for Leeds.
And despite starting just four Championship games, the winger’s cameos have convinced Tottenham boss Mauricio Pochettino to splash the cash.
Pochettino has a reputation for developing young players with Harry Kane, Dele Alli and Harry Winks recent success stories.
But journalist Phil Hay claims Clarke will be loaned back to Leeds for the upcoming campaign after he completes his move to Tottenham.
Danny Mills, who made 141 appearances for Leeds between 1999 and 2004, believes Clarke is making ‘the wrong move’ in joining Spurs.
He told Sky Sports: “You have to say if a player is that good at 18-19 years old, whoever you are, you have had more starts for a Championship side.
“You’re coming off the bench and it’s easier to pick the ball up and run at people, why has [Leeds manager Marcelo] Bielsa said ‘you are not worthy of more starts?’
“I actually think it’s the wrong move, is he going to be in the Tottenham team next season? No chance.”
